Why this is usually paid for
Alerts are the classic metered feature. They are cheap to evaluate but easy to count, which makes them the natural unit for a pricing tier — five on the free plan, more if you pay. The limit exists because it is billable, not because the tenth alert costs anything to run.
Basis evaluates alerts in your browser against data the chart already holds, so there is nothing to meter. Signing in adds delivery when the tab is closed; it does not unlock the feature.
How to use it

Set an alert on a level
Open the alerts panel from the icon rail, pick the instrument and the price, and choose whether it should fire on a cross up, a cross down or either. It watches from the moment you save it.

Alert on an indicator instead of a price
A level alert only knows about price. An indicator alert can fire when a moving average crosses, when a study leaves a range, or when a value you defined in a formula becomes true — which is usually closer to what you actually wanted to watch.

Combine conditions so it fires less often
A single condition on a volatile market fires constantly and stops being useful. Requiring two or three things at once — a level break with an indicator confirming — cuts the noise dramatically and is the reason multi-condition alerts exist.
Questions
How many alerts can I create?+
There is no limit. The number of alerts you keep is not a billing lever here because nothing is billed, and evaluating one more condition against data the chart already loaded costs nothing worth counting.
Do alerts work when the tab is closed?+
Browser-side alerts need the tab open, because they are evaluated against the live chart. Signing in enables server-side alerts that keep watching when it is not. The account changes where the alert runs, not whether the feature is available to you.
Can I alert on my own indicator?+
Yes. Anything you build in the formula language can be the condition, so if the idea you want to watch is not one of the built-in studies you can express it yourself and alert on the result rather than approximating it with something close.
Will I be spammed by an alert that keeps firing?+
An alert fires on the transition rather than on every bar the condition stays true, so a level that price sits on does not produce a stream of notifications. Combining conditions reduces it further, which is usually the right fix when something fires more than you expected.
